Instructions

  2. In a medium bowl, whisk flour, sugar, cocoa powder, baking powder, and salt.
  3. In another bowl, mix milk, melted butter, and vanilla; combine with dry ingredients without overmixing.
  4. Spread batter into the prepared dish evenly.
  5. Mix topping sugars and cocoa powder, sprinkle over batter.
  6. Carefully pour hot water over the top; do not stir.
  7. Bake for 35–40 minutes until set on top and saucy underneath.
