Instructions
- Preheat oven to 350°F (175°C) and grease a 9×9-inch baking dish.
- In a medium bowl, whisk flour, sugar, cocoa powder, baking powder, and salt.
- In another bowl, mix milk, melted butter, and vanilla; combine with dry ingredients without overmixing.
- Spread batter into the prepared dish evenly.
- Mix topping sugars and cocoa powder, sprinkle over batter.
- Carefully pour hot water over the top; do not stir.
- Bake for 35–40 minutes until set on top and saucy underneath.
- Let cool slightly before serving warm.

- Substitute coconut oil for butter for a vegan version.
